China-Myanmar (Ruili-Muse) Border Economic Cooperation Zone passed Expert Panel Review

The expert panel review for Ruili-Muse Border Economic Cooperation Zone Industry Planning and Overall Development Planning was held on 21st December 2017 at Yunnan Provincial Department of Commerce. The review was organised by Yunnan Provincial Department of Commerce Development Group, chaired by Development Director Mr. Yang Zhejiang. The members of the panel comprise of Vice Governor of Dehong Prefecture Mr. Wang Yu, Ruili Mayor Mr. Xie Dapeng, Ruili Cross-Border Office Deputy Director Mr. Yang Shiyong, experts and professors from Yunnan Provincial Department of Commerce Research Institute, Provincial Academy of Social Sciences, Provincial Policy Research Office, Provincial Government Research Office, Provincial Development and Reform Commission Research Office, Yunnan University of Finance and Economics, Yunnan University of Science and Technology, etc.

 

The planning for Ruili-Muse Border Economic Cooperation Zone is accordance to the requirements of China’s “Belt and 

Road” Initiative, Bangladesh-China-India-Myanmar Economic Corridor Strategy, and China-Myanmar Economic Corridor Strategy, integrating Yunnan’s strategic initiative to build a radiation center of South Asia. The planning works include determination of general guideline for China-Myanmar cooperation, argumentation of external-internal development environment, advantages and disadvantages, development principles, strategic positioning and tasks of Border Economic Cooperation Zone, based upon Myanmar’s economic and trade development basis and Dehong Prefecture and Ruili City’s development stages and requirements, and putting forward a complete solution to its industry positioning, functional layout, development strategies and safety measures. 

 

The panel of experts all agreed that Ruili-Muse Border Economic Cooperation Zone is a pioneering act to deepen Yunnan’s all-round border development pattern after 19th National Congress. This planning fully responded to China’s top-level development strategies, proposed phasing strategies with clear intention, logical structure, distinctive objectives, which is forward-looking and implementable. The plan is unanimously approved by the expert panel. SCP Consultants Pte Ltd will revise the plan based on the feedbacks, and jointly report to Ministry of Commerce of the People's Republic of China with Dehong Prefecture and Yunnan Provincial Department of Commerce, so as to push border cooperation between China and Myanmar to the next level and formulate overall master plan.
